In the interest of building rally participation in Minnesota, particularly the Metro area, the Headwaters Rally, traditionally a Coefficient 3 rally run in Northern Minnesota, will become for 2007 a series of three Coefficient 1 rallies within easy reach of the Twin Cities, a relatively inexpensive way for new competitors to begin rallying as well as providing a "tune-up" for veterans.
